Freight and delivery had more than 60 representatives working through the roadmap for autonomous heavy vehicles.

Drones in Abu Dhabi now operate under an upgraded UTM system, short for Unmanned Aircraft System Traffic Management. It works roughly like air traffic control, except built for drones rather than aircraft, tracking flights in real time so regulators can see who’s flying, where, and when.
For someone actually operating drones day to day, three things follow from this. Compliance is getting simpler rather than more layered. Airspace conflicts get caught earlier, which cuts down on problems after the fact. And operators who skip the rules are easier to spot now, which makes cutting corners a lot less appealing.

Dr Al Kuwaiti described the current focus as developing the sector and preparing it for autonomous technology, while working through the operational and regulatory issues as they come up. He said the workshop’s findings would feed into new legislation, help the sector stay competitive internationally, and strengthen coordination between everyone involved.
On the ground, that translates to new licensing and liability rules built specifically for unmanned vessels, tighter coordination between the Integrated Transport Centre and private maritime operators, and a longer-term bet on Abu Dhabi becoming a hub that develops this technology rather than one that simply buys it.
Autonomous freight vehicles don’t scale without a handful of pieces in place first, and the freight workshop, chaired by Hamad Adel Al Afeefi, Executive Director of the Intelligent Transportation Systems Sector, worked through exactly those pieces. The recommendations that came out of it cover building a legal framework for autonomous vehicle operations, creating one connected system instead of separate ones per mode of transport, catching operational problems before scaling rather than after, setting a timeline with actual dates attached to it, defining what infrastructure and technical standards the sector needs, and opening the door to private investment and partnerships.

It’s building its own infrastructure and partnership channels now, which means whoever gets involved early ends up with more say in how the final rules take shape.

Dr AlGhfeli framed it as modernising all three sectors together, keeping stakeholder priorities aligned and regulation moving at the same pace as the technology itself.
